Mexican President Felipe Calderón spoke Sunday with the organizers of a march protesting the violence occuring daily throughout the country. "We know that Mexico's greatest problem is public insecurity; this is in consequence of the gradual and growing disintegration of public and governmental institutions," he said. Calderón also mentioned a deterioration in the fabric of society, including a lack of values that creates a vulnerability to organized crime: "We know that without a stronger society, there is no amount of police effort that can truly defend us from crime."

Changes to police recruiting, arming, and oversight were promised during the speech. A transcription of the speech is available (in spanish).

As reported in the Spanish-language newspaper Ecos de Rosarito, Rosarito mayor Hugo Torres recognized the Mexican federal government for granting 360 titles, clearing up disputes and uncertanties over land ownership in Rosarito.
